Position Overview
Davey Resource Group (DRG) is seeking a motivated Stormwater Project Manager to support and expand stormwater compliance and consulting services. This is a strategic growth role focused on developing new business, strengthening client relationships, and integrating stormwater compliance into construction, restoration, and maintenance projects.
This position balances client management and business development (60%) with project management and technical leadership (40%), supporting both regional growth and operational excellence.
Job Duties
Business Development & Client Management
- Lead development of project proposals, budgets, and bids, including Go/No-Go RFP evaluations
- Identify and secure new business opportunities; expand client base and service offerings
- Build, manage, and grow relationships with key clients; serve as a primary client contact
- Drive local marketing strategies, including:
- Digital campaigns
- Events and webinars
- Conferences and sponsorships
- Client outreach initiatives
- Develop business through networking, site visits, and direct client engagement
- Support contract review and negotiation processes
- Partner with Area Manager to establish and meet annual sales goals
Project Management & Technical Responsibilities
- Perform and oversee NPDES stormwater compliance inspections and reporting (including CGP)
- Conduct and manage SWPPP inspections, audits, and compliance tracking
- Review construction plans to ensure effective erosion and sediment control (ESC) measures
- Coordinate inspection schedules, corrective actions, and documentation
- Work closely with contractors and field teams to ensure proper implementation of BMPs
- Integrate stormwater compliance into construction, restoration, and maintenance projects
- Prepare reports, compliance documentation, and regulatory correspondence
- Communicate compliance findings and corrective actions to clients and internal teams
- Coordinate with regulatory agencies on stormwater and compliance matters
- Support field operations as needed, including equipment operation (as applicable)
Leadership & Team Support
- Provide leadership for stormwater, restoration, and mitigation services
- Supervise and mentor staff to achieve safety, utilization, and quality targets
- Support development of team capabilities in project management and technical execution
- Monitor project performance including profitability, schedule, safety, and client satisfaction
- Promote safety culture and ensure compliance with company policies
- Support team structure planning and operational efficiency with Area Manager
- Maintain awareness of industry trends, regulations, and best practices
- Represent DRG through training, workshops, conferences, and professional engagement
Operations & Strategy
- Support development and execution of annual consulting strategy (Work Compass framework)
- Participate in sales and operational planning meetings
- Maintain accurate invoice projections and sold work tracking
Qualifications
Required Qualifications
- Associate’s or Bachelor’s degree in Environmental Science, Natural Resources, or related field
- 3+ years of experience conducting NPDES stormwater and/or SWPPP inspections
- Minimum of 8 years working experience in the natural resources field performing ecological consulting work and habitat restoration consulting is desired
- Working knowledge of:
- NPDES permitting requirements
- Erosion and sediment control BMPs
- Stormwater compliance documentation
- Ability to manage multiple projects and deadlines independently
- Strong written and verbal communication skills
- Proficiency with Microsoft Office or Google Suite

Preferred Qualifications
- Existing client portfolio or success developing new business
- Industry certifications (or ability to obtain), such as:
- CPESC, CESSWI, OSHA 30, SWPPP Inspector
- Knowledge of MS4 programs and municipal stormwater systems
- Construction experience, including active job site coordination
- Experience supporting compliance for infrastructure or utility projects
- Familiarity with SPCC plans, waste management, and environmental best practices
- Experience operating equipment (e.g., skid steer, excavator) or supporting field operations
